Adding a resource to the subscription bot for selling access to a private channel

Setting up a tariff group includes:
1. A name for each tariff block (visible to everyone)
2. Status. An active tariff is displayed for purchase by the user. An inactive tariff is available only for viewing and editing by the administrator.
